| In a risk society,the complexity and uncertainty of public crises are increasing day by day.Organizational coordination has become an important emergency response method.How to improve the efficiency of organization and coordination in the public crisis emergency response process has become an important issue in emergency management research.This article cuts in from the perspective of the dynamic evolution of collaborative networks.Taking Yunnan Province,where M5 earthquakes occurred frequently and higher in magnitude since 2008 as an example,using social network analysis methods to obtain the government’s network topology maps at different stages of earthquake emergency management,and Through UCINET analysis of the overall network and network node related measures,the purpose is to identify and explore the role of important nodes in the organization and the factors that affect the changes of the network and nodes,organize coordination issues,and improve the efficiency of earthquake emergency managementRegarding the form of the county-level government’s earthquake emergency management collaboration network,the research results show that:①The county-level government’s overall collaboration network tends to be closer and more complex as the emergency phase deepens,and it has the characteristics of cross-region,cross-department,and dynamic changes.②The circle structure is the main form of the county government in the whole process of earthquake emergency management cooperation.The inner circle is a permanent or temporary county-level decision-making leadership organization.The middle circle is the county core government functional department corresponding to the phased emergency contradiction.The outer circle is the relevant province,city(state),and grassroots government department.The middle and outer circles often form a functional sub-network at the edge of the network based on resource collaboration.③Earthquake conflicts and power structure are the main factors shaping the shape of the earthquake emergency management collaboration network,and determine the content and flow of the three major collaboration elements of command,resources,and informationRegarding the role of the county-level government’s earthquake emergency management collaboration network node,the research results show that:①In the whole process of earthquake emergency management,the centrality of network nodes in each stage is highly differentiated,which is determined by Increasing gradually,reflecting the principle of territorial management.② High-centricity organizations are leaders,medium-centricity organizations are core resource contributors,and low-centrality organizations are general resource contributors and information transmitters.③The leadership role is stable,and the resource contributors are rich in change.They vary with the area where the earthquake disaster occurred and the emergency management stage. |
