Application Of The Government Public Relations In Emergency Management Of Marine Disaster In China

Recent years, the development rate of marine economy in China is much higher than the average rate of national economic development, and marine economy has become a new growth point of the national economy. With the development of coastal economic, the direct economic loss of coastal areas which is caused by marine disasters has been on the rise, so emergency management of marine disaster is more generally considered to be the basic function of our government. Nevertheless, current emergency management system of maritime disaster is not yet mature, and it is difficult to meet the requirements of the rapid development of marine economy, which is reducing the damage caused by the marine disaster. The application of government public relations in emergency management of marine disaster is conducive to coordinating the relationship between relevant government departments and the public, gaining the public's trust and support,establishing a good image of the government, promoting the development of emergency management of marine disaster. Although the government has carried out some useful practice of public relations, but there are also many problems, such as weak awareness of the government public relations, range of departments assuming the functions of government public relations, ill-defined government information disclosure mechanism, and poor communication mechanisms. Therefore, the field urgently needs to build a perfect system of government public relations. This system is not only able to respond to the different needs of target public, but also to carry out various public relations activities basing on the different emergency response levels. The government should make full use of the public relations activities, so as to promote the efficient operation of emergency management system of maritime disaster.This article describes the concepts about the government public relations and emergency management of marine disaster, and defines the necessity and specificity about the application of government public relations in the field. In addition, the article analyzes the practice of government public relations at home and abroad, and reveals the problems and deep-seated reasons in the emergency management of marine disaster. Finally, the paper focuses on exploring the general idea and specific measures about how to construct the government public relations system in the emergency management of marine disaster in China, so as to regulate the government behavior, improve the efficiency of emergency management and implement the sustainable development of the marine environment, economy and society.
