Research On Earthquake Emergency Management System Of Chinese Government

Earthquake is one of the greatest nature disasters, occurring suddenly, causing major disasters,resulting in great social effects. The loss caused by earthquake is disastrous for human and the task of disaster mitigation is urgent for the governments in the whole world. According to the earthquake relief of experience recently at home and abroad,after the occurrence of a destructive earthquake the central government and local governments should set up headquarters for resisting earthquake and providing disaster relief,which shall mobilize the departments concerned to implement the emergency rescue. This is the government's responsibility and obligations.Seventeenth of the Party's report stressed that:"We should improve the emergency management system of abrupt and public affairs."It proposes clear requirements for government to fulfill social administration function. As earthquake management belonging to the government emergency management, improving the government emergency management system of abrupt and public affairs such as earthquake not only the major content of building a socialist harmonious society,but also the urgent request of fully implementing of government function and improving the administrative capacity. At present, research on emergency management of government focuses on its practice and application, but overlooks its academic research a bit. So in this case, based on theories of crisis management, the paper discusses the dilemma and measure in earthquake emergency management of government of China. Meanwhile, the paper tries to make some suggestions from the angle of good governance system.Firstly, giving the complete commentary of the related research recently, the paper thinks some research focus on two aspects: introduction to the cases in foreign countries and summary the experience in China. Based on the foundation of the theory of crisis management, the paper analyzes the earthquake emergency management system of government of China. Secondly, combining the case of"Wenchuan earthquake", this paper analyses the problems of the emergency management system in China. Meanwhile, it discusses the current emergency management of USA and Japan, refines out the useful benefits to our country. At last, the paper tries to search for a perfect approach to build a scientific and reasonable management system, in order to improve the government's relief to the earthquake disaster.
