Along with the rapid arrival of information age, the type of information increases gradually, the form becomes more and more complex, and the quantity grows rapidly. Facing the complex informational environment, the university student must have the ability of confirming, collecting, appraising,exchanging ane using information effectively, namely information quality. In 1983, US already carried out the information education for all-around development. In Japan and US, the information education started from the elementary student. Comparatively, Chinese students never have had specialized computer information retrieval curriculum training, until 1984, the course "Literature Retrieval" was taught and researched in universities. The student are using modernized network information resource in a started level.The process of accepting the information education is also a course to raise the creative thought and the critical thought which lays the foundation for the lifelong study. The information quality level of university students not only relates to the individual growth and development, but also represents the entire national information quality level. Therefore, to increase university student's information accomplishment ability is to train the university student to participate in the national competition ability. The information quality is a kind of high-level cognition skill, it needs coordination of the library personnel, the computer teaching unit, the discipline specialized teacher and the educational administration control section, it needs the corresponding curriculum construction, thus to reach the goals of training students'the information consciousness, the information ability and the information moral. It carries on an extremely profound significance to carry information education for all-around development to the university students.Through analysing the concept evolution of information quality, this article compared the situation of developing information education curriculum in China and foreign countries and elaborated the practical significance of information education. Based on those information of Inner Mongolian Polytechnic University, aimed at the present situation and conditions of information education curriculum construction in universities, the author proposed the corresponding countermeasure.
