With the deepening and execution of new round of national curriculum reform, there are two important issues ahead: information and communication technologies (ICT) integration and the development of curriculum integration.STS (Science, Technology and Society) education is a science and technology education reform movement. In the development of Compared with the goals of STS education and the goals of the National science and technology curriculum reformation, we found the common intended learning outcomes in science and technology education field: scientific and technological literacy, democratization, comprehensive understanding, scientific method, scientific affect, scientific value judgment, scientific spirit, opening up to the external world in science education, and the construction of an actual view about science and technology in society.To achieve these goals,the author proposes a frame on STS curriculum based on the research and thinking on STS education. In this frame of STS curriculum, the core idea is opening, comprehensive understanding, and self-reorganization. The author tries to put STS curriculum into effect validly and enable the student to learn the technology and understand the society in the background of information and technology.The main idea of this dissertation is to make STS theory the guide to the curriculum and integrate science and technology into the whole process of teaching and development. And its two base points are the development of school-based curriculum and the design of inquiry learning.This dissertation is composed of five chapters: the value judgment of STS curriculum development, the frame of the STS curriculum and the rationale of curriculum development, the action of curriculum and the Instrumental products of the development, teaching and learning with technology in the background of science and society, the management of curriculum.In chapter one, the author demonstrates the significant value of the STS curriculum development with the perspective on information and communication technologies. Teaching and learning science with technology in society are required most in the background of national curriculum reform.In chapter two, the author starts with three parts on the context of the frame of the STS curriculum and the rationale of curriculum development. First, STS is not a simple model or distinct theory of science and technology education, rather, it is a science and technology education reform movement with many different purposes, perspectives, starting points and historical context. The basic purpose of STS movement is to urge science and technology education to adapt to the swift change of the world. Information and communication technology is one of the most vertiginous and active parts in science and technology education. Developing STS curriculum with the perspective on information and communication technologies can lead STS education to a new level.
