The media can be found almost every corner of our lives and has been one part of our lives in this information society. The primary and secondary groups have to receive the media literacy education as the necessary condition for their own cognitive structure characteristics. As the main area for youth education, schools should take an important role in the education on media literacy through giving the youth systematic training or guidance, to helping young people enhance the capacity about"screening and resistance","criticism and self-examination"and establish a kind of immune system to reject the negative impact of mass media. There are a lot of countries have developed their own media education in primary and secondary schools, and pointed out that the teacher training was essential to a smooth start of practice. China has been introduced the media literacy since 1997 and have a rapidly development in media literacy theory but the practice of it is still in infancy. Teacher's level and ability becomes the bottlenecks to carry out the media literacy education in a wide range in primary and secondary schools.This paper bases on the status of teacher's media literacy, aiming at founding out the current situation of the teacher through literature research, survey research and interview research, hoping to make some constructive ideas for the media literacy training for teachers . This paper sorted out the theory of media literacy education at home and abroad, also with some country's teacher training,then it explained the concepts of media literacy, the content of primary and secondary teachers, and the related theory about media literacy. Then this paper designed and implemented a questionnaire named《Current Situation Analysis on Media Literacy of The Teacher in Elementary and Middle School in WeiFang》through OQSS which is a platform for the online survey. The results of the questionnaire showed that the teacher's media literacy is relatively high as a whole level, but the capacity of media literacy education is in a spontaneous state. The teacher have realized the importance of media literacy, and they also have a high awareness of it, but there are also some shortages, for example, they always run short of comprehension on content system, teaching strategies, and curriculum integration strategies about media literacy education, they also have a bias about the content that had been involved in classroom, for example, they lacked the training and guidance about the critical thinking of students which is the core idea of media literacy education. Based on the problems discovered, this paper presents some strategies for enhancing the teacher's ability of media literacy education,mainly consists of the government's education policy, the establishment of experts , the support and participate of the social resources, the teacher training. Finally this paper designed and also implemented a small-scale training,hoping to promote the practice of media literacy education in primary and secondary schools.The innovation of the paper is that this is the first time somebody giving survey about the teacher's awareness and capacity of media literacy education, also it designed and implemented a small–scale teacher training according to the survey results and provided a reference case for the further study of teacher training.
