As one of the most important parts of ITS (Intelligent transportation system),video monitoring system is playing a significant role in ensuring highway traffic safety and efficiency.An efficient and reliable traffic events monitoring system can improve the transportation management and Traffic Safety Administration's ability of fast processing. Thus,the research targets of this paper are designing a C/S structure-based traffic events video monitoring system and putting it into practice.On the basis of overall analysis of the functional requirements and operation flows,the traffic events video monitoring system was designed in this paper.This system is made up of data collection terminals,management severs of the Supervising Center,and administrative terminals of the Workstation.The RAID5 technique was used by Supervising Center to achieve the redundant data store of the management severs,and the VPN was applied to the setting up of the network between the Supervising Center and the data collection terminals and between the Supervising Center and the administrative terminals of the Workstation.In addition,the network security solutions and control measures were proposed.In the data collection terminals the TVP5146 video decoder core chip was selected for capturing the video image of PAL-system.The JPEG lossy compression technology was deployed to compress the video image and then,the videos and detected data were delivered to the Supervising Center via TCP/IP network.The management severs of the Supervising Center administrate the communication and storage of data. While the terminals of the Workstation would not only manage the basic information,messages and parameters of traffic events,but also were responsible for other functions like inquiry and statistics of the forms and so on.In this paper the digital video data acquisition,JPEG digital image compression and implementation methods of data transmission subsystem were described in detail,and the data communication protocol between data acquisition subsystem and management server system, and between management servers and system workstation terminals was also designed. Meanwhile,the implementation process of comunication module of management severs,and the design and implementation methods of other functional modules like terminal events management,inquiry and statistics of the forms were elaborated as well.The results from field tests show that this monitoring system can solve the management problems of traffic events video monitoring and has a great application value.
