With the integration of telecom, broadcasting and Internet networks,Focusing on data services, based in package protocol, the next generation of broadcast television(NGB) has gradually developed into a combination of multimedia technology, communication technology and distributed computing technology. With all kinds of services and equipments, and a variety of preferential policies, the existing business management system can't fully satisfy the demands. There is a bottleneck in the development of TV network industry. The situation of different billing systems is not conducive to the business promotion, which make the entire management system become large and complex and difficult to maintain. With the promotion of high-value services, the customers can instantly generate high consumption. The off-line billing system will bring arrears risk. There is urgent to design real-time and extendible charging system.Based on SP demands, through the research of NGOSS standards for telecommunication, this paper designs a BOSS with high scalability and flexibility, which can support a variety of service and equipments, and is adapted to the development of NGB. After the research on OCS architecture proposed by the 3GPP, the paper designs a flexible OCS to control risk and support multi-services. This paper designs a tree account model, which can meet the flexible payment strategy, especially for multi-accounts and small purse. A preferential model based on the expression to better support preferential strategies, especially segmental linear strategies. Based on the customer's consumption history, using cluster analysis methods, an balance allocation algorithms prediction is proposed to reduce the interactive times and improve the system performance.
