The operation fees of China Mobile's base stations mainly consist of Water and electricity charges, property management fee and rent, which has been admistering in a manual way. Due to the great number of basic stations, different kinds of proprietor, variant payment date, its administrative efficiency is quite low and loopholes are easy to be found in management. In order to solve the problems above and improve the daily working efficiency, the paper is going to develop an administrative system, replacing the manual administrative system and improving administrative efficiency.The paper analyze as a whole the status quo of water, electricity and rent administrative system in China Mobile's basic stations, the urgent need of building a scientific administrative system, so as to establish a solution of the administrative system. Based on the whole target and demand of the project, the paper first carried out a deep analysis on the working procedure and functional modularity; then conduct fuctional design, database design, developing enviroment design, technology route design and interface design. During the development, the paper adopt Sqlserver 2005 as its database, B/S as its Software Architecture and ASP. NET as programming language. Formatter and SMS platform software adopts C/S architecture and delphi as its programming language, while Server Operating Systems adots Windows Server 2003.The system now has already successfully have applied to the real enviroment and has realized the following funtions:entering the data of all the basic stations, their electricity equipment, their water, electricity fee and Rent contract for checking later; the system offer a procedure of applying, checking, approving and registering of different fees, replacing the former manual way; based on the data of power consumption in the past, the system offer a standard automatic checking modeling of power consumption for basic stations, which provide a basis for manual checking; the system also can remind the basic station to renew the expiring water, electricity fee and Rent contract; the system offers another funtion of settling and inquirying basic station's fees; the systems also has statistics analysis function on water, electricity fee and Rent. All these functions has greatly improve the basic stations'administrative efficiency, which ushed a new age of scientic administrative system on water, electricity fee and Rent. The reserch finding of the paper will provide an important reference value for other operator carring out developing similar administrative system.
