Design And Implementation Of An Administrative Examination And Approval Management System For The National Development And Reform Commission Based On .NET Distributed Architecture

Based on the information technology,the administrative examination and approval system is very important in an e-government system. This system is used to reform the government management methods and mode by integrating information resources, knowledge resources, and cyber source and so on. The high-speed development of administrative examination and approval system plays an important role in reducing cost, improving the efficiency of administrative examination and reforming the examination and approval. At the same time, a great enhancement will be achieved in changing government management mode, innovative management ideas, improving the government credibility, building a service-oriented government and improving the efficiency of the government. Therefore, it is very necessary to set up this system.According to the basic principle of software engineering, all global design, detail design, implementation and testing were made in this dissertation as following:(1) First, the main function of this system was determined and divided into two subsystems The first one is a project declare management system and the other one is a project examination and approval system. The former includes information management, preliminary examination of project application, bureau examination of project application, enterprise project application report, preliminary examination of project completion, and bureau examination of project completion, query of project completion, enterprise project completion report, and preliminary examination of project production and so on. The latter includes project declare, the completion of project alteration, cancellation, trial production, project management and query condition. In addition, user needs were described formally with a diagram in UML.(2) Second, during this system design, a three layer development model were set up based on ASP.NET. According to the demand of the analysis stage, some function modules were established. A hierarchical structure diagram had been used to describe the calling relationship of each module.(3) Then, some databases were designed from three aspects. The business process of every module was described by a time sequence diagram;(4) Finally, every module was encoded with a development language tool and tested by configuring testing environment. Their functions had been tested, also.After the use of this system, the work efficiency has been greatly enhanced in the administrative examination and approval system of the Development and Reform Commission. The abilities of information transmission speed and information management are also improved significantly.
