The demand of IT Project widely comes from each area of national economy Almost all the scopes can integrate with the information technology and then constitute information projects. It is quite difficult to from specific criterions and standards, because the information project involve in nearly all of the economic scope. It's no doubt that the difficulties of project management have been increased.This paper combines the basic idea of software engineering, CMMI model, PMBOK and project management on the basis of practical experience in Japan software outsourcing project development and management. This paper absorbs the existing software outsourcing project management models and norms, introduces a number of mature project management methods in software outsourcing enterprises.One set of Japan software outsourcing project management program is designed and applied to practical projects. In order to alleviate the burden and enhance the efficiency of project management, one corresponding support system is designed and implemented. In this paper, an application of this system is also detailed.The research results can be applied to software outsourcing projects particularly Japanese projects. They can help to improve the quality, lower the. costs and enhance the automation degree of project management. They can also help software outsourcing projects to get products of higher quality.
