On the building of system of web spokesman, after checking several different kinds of ways of releasing news, including government official websites, local forum, QQ, etc, the paper concludes the advantages and disadvantages of each way and tries to give some suggestion. On the basis of those analysis, it contractures a mode of running system for web spokesman to improve its ability to operate regularly,On practice basis, the paper looks into two case studies in Jiangsu Province, which shows the details of web spokesmen's language and web media using techniques, as well as the foundation of public sentiments on websites. At last, the paper makes some suggestions to the abilities that a good web spokesman required of: he/she should not only have the advantages of traditional spokesman for the government, but also have the web media literacy, such as how to deal with emergencies on the forums and how to analyze the behaviors of "web citizen". And at the same time, he/she should have an open heart and good mental flexibility, as well as team work spirits.
