The government spokesman system has a short history of 100 years old to this day which originated in the late 19th and the early 20th century in America. Its rise and development links with its history and culture closely, not only concerned with the citizens'legal sense of the Right to Know but also with the building of political democracy and image creation for the government. As a representative for the government and a distributor for the authoritative messages, the Government Spokesman shoulders the responsibility of launching the campaign, communication, service and guidance, coordination and interaction, etc. Its role is getting more and more critical in the present information and competitive age.China's Government Spokesman System was established in 1983 and it has experienced three landmark transformations. The first varied from the establishment of the center-grade government spokesman system in April 1983 to the popularity of three-grade government spokesman system in December, 2004. The second is the official issue and enforcement for the Regulations of Opening up Chinese Government's Information. The third is the promotion of this network government press spokesman system in 2009.This Paper attempts to apply the basic theory of Communication to disclose and sum up the function changes of China's Government Press Spokesman which includes its strategy on public relations, its released way and its role of regulation through the observation and combining of these three transformations and further to explore the improvement approaches for China's Government Press Spokesman System by study of cases.
