The fourth part, on the basis of the study of Press Spokesman, analyzes the possibility of the construction of China's Communication Opening system in a macroscopical view. The innovating points of this paper are the followings: as long as the affirmation to the academic background and significances of Press Spokesman, the author undertakes a particular analysis on the function mechanism of Press Spokesman, through which that draws a conclusion in universality influenced the construction of systems, and points out the possibility of relieving steps for Communication Opening as well. However, in the author's opinion, there's still much done to the construction and perfect of both Press Spokesman and Communication Opening system.
