This thesis begins from the tracing of Humanism, describes its origin and development in the West and China systematically, and analyzes the relevant forms (Humanism, Humanitarianism, Humanistic Management, etc.) appearing at its different developing stage, summarizes its narrowly-defined intention:How to carry out concretely one value, which asserts "Putting people first, including respecting them, depending on them, serving them, satisfying them, and developing them", to promote the organization's competitive power enormously, and to realize people's value at the same time in practice. To facilitate studying, the Archives in this thesis is determined as all types of Public Archives.Nowadays, Humanism appearing at every aspect of the society has already been around, especially obtained a large amount of successful experience in the field of business administration. The work of this thesis should use the successful experience in Humanistic Management, but should not confine itself to the frame of business administration. From the literature review, it is found that there are few theoretical research or practical exploration from the visual angle on people-oriented Archives work, especially domestic relevant research is still at the starting stage. In theoretical research, there are all fewer domestic and international relevant achievements at present. On the research approach, the amount of theoretical discourse of domestic documents is more than that of foreign documents, while the amount of case study is just the opposite. There is more qualitative analysis and less quantitative analysis in domestic documents, too. In addition, domestic and international relevant research lays particular emphasis on Humanistic Management to some extent, but people-oriented service is less likely to mention. In practice, there is more experience in foreign countries at present, and has already accumulated much successful experience in organizational/Archival work issues. Comparatively speaking, the study and experience of China are still at the starting stage in this respect.On the basis of literature review, this thesis analysis the necessity and feasibility of practicing people-oriented Archives work, designs the methods to carry it out in three respects:economic feasibility, management feasibility, and technical feasibility. Then, it explains the literal meaning of Putting People First, linking theory with practice, and sums up and draws the essence of it:In Humanistic Management and people-oriented service, carry out the idea of "respecting people, rely on people, serving people, satisfying people, and developing people", so as to realize the harmoniously developing of the Archives, the archivist, and the user.After this, this thesis sums up the Archives performance goal based on people-oriented thought:Meet staff's demands through Humanistic Management, accomplish organization's mission through people-oriented service. Once people-oriented issues are implemented in Archives work, the staffs goal can be realized, the user will get the high-quality service, too. It will lead to a win-win-win situation. This thesis sums up the working principles of Archives based on people-oriented thought from two respects of management and service:institutional rigidity, couple hardness with softness, temper force with mercy, detailed feasibility, persistence, user first, standardization, technological innovation, think highly of feedback.Afterwards, this thesis takes two major tasks of the Archives work, management and service, as a thread for organizing the content. Proceeding from performance goal, combining people-oriented thought, regarding the working principle as the guide, it launches the research, expecting a mode of application of people-oriented thought and the design of practical implementation. First, from the angle "based on staff, implement Humanistic Management", four respects (employer rules, staffs training payment strategy, organizational culture) are discussed when introducing people-oriented thought. And then from the angle "based on user, implement people-oriented service), traditional and innovative archival service are mentioned. Under the guidance of people-oriented thought, and the new situation, development trend of information technology brings to archivist challenge and chance. According to them, some countermeasures and suggestions are provided.Finally, the thesis points out its groundwork, deficiency existing and direction of studying in the future in the conclusion. Groundwork of this text:introduces people-oriented thought into the Archives work to study, makes strategies and designs implementing details in Humanistic Management and people-oriented service for Archives work in our country.
