People-oriented Management Of The Environment

Information environment management is that we plan, organize, control and coordinate human information environment by using systematic managing methods according to information environment development law. Human is the principle part of information environment, which stands the chief status in the information environment. Therefore, IEM should emphasize on those factors related to human survival and progress. IEM based on humanism is that we ought to quest for the developing and evolving law of information environment and know about the character, structure, development process and evolvement mechanism of information environment, so that we can make information environment develop towards the direction of human benefits; IEM will reveal the relationship between human activities and information environment in order to bring all information environment factors and their interactions into harmony, to make human society and information environment progress harmoniously. The following contents are mainly discussed in this thesis.Firstly, a brief account of IEM was given. With understanding fully the relationship between information environment and information literate, the essence of IEM is to administer human-information literate.Secondly, the inevitability of IEM based on humanism is analyzed. Discussions on IEM help to heighten human information literacy; help to build up scientific information development sight. The grasp of the essence of IEM also supply the possibility of carrying out IEM based on humanism.In the third chapter the essence of IEM based on humanism is given out: we should consider information literate as the principal part in the information environment and promote human's progress.Then principles IEM based on humanism should follow are discussed: part principle, humanism principle, system principle, durative principle and far-sight principle.Finally, some effective countermeasures are brought forward. In a word, scientific information development sight should be built up, such aspects as information culture, information policy, information environment lawmaking, information ethic, public information literacy and international information environment should be paid much attention to and effective measures should be taken.
