Marine economy industries, such as marine fishery and marine aquaculture industries, have the very strong dependence to the marine environment. The development ocean resource, and the development marine economy,must have the good sea operating environment support capabilities and the accurate marine environment data message. As the important factors of influencing sea ecological environment, the temperature and the salinity of sea water is the most important two parameters in the marine environment monitoring.The offshore water environment monitoring systems based on GPRS wireless mobile communication technology , by the integrated application of modern communication technology, computer technology and sensor technology, achieves the long-term, automatically continuous monitoring of the sea water temperature and salinity.This system chooses MSC1210 as the core component's to make up of the multi-channel, high accuracy, the speediness data acquisition terminal, make good use of GPRS wireless mobile communication technology, has accomplished the sea area locale data real-time get on the internet, and has developed the corresponding data processing and share platform. Monitoring personnel can browse through the locale data in any time, anywhere that can be able to access to the internet.The system designs the sensor node component innovatively, adopt the GPRS wireless mobile communication technology not only transfer data expediently and inexpensively, but also improve systematic real-time nature. The system realizes the paperless record indeed, reduces enormously monitored personnel's labor intensity, and avoids the personal error and the danger which possibly appeared in the monitoring process.It provides the accurate reliable monitor data for relevant authority promptly get hold of the variational situation of the marine environment, and provide a reliable guidance and rationale for development and utilization of marine resources scientifically.The paper first introduces the marine environment monitor significance in outline, and provide feasibility analysis of developing based on GPRS wireless mobile communication technology's marine environment observation system, then around the system design ideas, carries out system's hardware design, the software design as well as the corresponding machine design, and expatiates on the technical principle of he system essential module, lists the partial source program codes. At last, the paper points out the deficiencies in the system, and make mention of that the system extends to a broader fields.
