In sumery, the two kinds of programs are unable to meet the billing needs of 3G networks.This article proposed two kind of substitution solution, according to analying two kind of solution,given one kind based on the online charging system (OCS).this kind of pre-paid system add real-time charing part in the existing billing system.SCP is only responsible for control the voice,OCS is responsible for charging.Billing system sysnchronous the discout and product information.OCS system in this articel,is based on 3GPP standerd.according to the actual situation of ShanDong Unicom,modified the OCS system which 3GPP proposed and descibed the specifics solution. The solution include network formation of SCP,SMS,GGSN and VAC.The solution also include how business trigger the OCS and how OCS support the Separate phone number.3GPP proposed the OCS system charging is based on the event or based on the conversation.This article has anayzed this two mode,Obtained event-based charging is suit for VAC,and conversation_based charging is siut for voice and GPRS.
