The coming 3G networks not only bring custom kinds of multimedia services, but also bring the operators many problems. Operators must adapt their network and devices to the changing market requirement. For example, to collaborate with third party to provide more attractive services with more safe information exchange solutions. Then an agile charging system is required.Real-time control and real-time charging ability becomes more and more important to both operators and customers. The current in use charging system is near real-time charging system, and it is a off-line charging system essentially. Near real-time charging system collects CDRs and uses them to complete charging and management, and the work speed is the only different from off-line charging system. Because of this structure, the current charging system brings many risks to operators, for example, baleful overdraft.According the current situation, on-line charging system just fit the requirement. In this article, the first chapter introduces the background of China Telecom OCS project; the second chapter tells the infrastructure of the On-line Charging System defined by China Telecom; the third chapter discusses the implementation of OCS; the forth chapter talks about the test of OCS; the last chapter discusses the deployment and the future of OCS.
