Comparative Study On Models Of Electronic Records Management

For a long time, Electronic Records Management(ERM) in China has been ontheir own exploration in each region. As a result, most outcomes of ERM show asignificant regional characteristics, some of which are ERM models with localfeatures. In recent years, China began planning ERM, which means the beginning ofthe transformation of China’s ERM. How to realize ERM nationalization on the basisof existing results is a real problem. This paper aims to summarize the law for ourERM nationalization for reference through a comparative study on ERM models athome and abroad.Taking ERM Model as its research object and comparison home and abroad as itsperspective, this paper explores the development path of ERM models home andabroad, mines the underlying factors, and seeks to provide a reference for thedevelopment of China’s ERM models, by ways of qualitative Analysis, comparativeanalysis and summary. This paper mainly includes the following aspects: Firstly, theconcept of ERM Model was defined, and the overall understanding of ERM Modelbetween home and abroad was outlined. Secondly, the development path of foreignERM models was combed as follows: management models in basic theory proposedphaseâ†'management models in research projects carried-out phaseâ†'managementmodels in practical testing phaseâ†'management models in application stage. Thirdly,the development vein of domestic ERM models was sorted out as follows: electronicrecords filing and safekeeping models based on office automationâ†'ERM modelsbased on e-governmentâ†'digital archives management modelsâ†'electronic recordscenter management models. And finally, the development law and trends of ERMmodel were revealed, and recommendations for improving China’s ERM models wereultimately proposed, on the basis of horizontal comparison between domestic andforeign ERM models and the analysis of their similarities and differences.Starting from ERM practices, this paper extracts the general development law andtrends of ERM models, by sorting, comparing and analyzing various scattered specificERM models. It has important practical guiding significance for China’s ERMpractices.
