The children's TV programs of our country are flourish at the present time. But the rural children, who occupy 80% of the whole children of China, can seldom watch themselves or hear their voice in the TV. The children's TV channels become the stage of the city children, the rural children can't express themselves via the children's TV channels, which open for every child in China. The absence of the children's TV programs for the rural children is a real problem, and need to resolve quickly.Focus on this situation, this paper analyses the reasons of it. Discussing the necessities of producing the children's TV programs for the rural children. And making the Hardware suggestions and the Software suggestions of this problem.This paper uses Content Analysis, one of the communication research methods, to research the children's TV programs broadcast in CCTV Children's TV Channel and Jiangsu Children's TV Channel, to find out the absence of the children's TV programs for the rural children. And also use another two communication research theories, the Knowledge Gap Theory and the Social Stereotypes, to analysis the necessities of producing the children's TV programs for the rural children. And making a connection with the Construction of the New Socialist Countryside to discuss the importance of producing the children's TV programs for the rural children.
