Performance Evaluation Of Information Disclosure Based On The Hefei City's Government Portal

The People's Republic of China on Open Government Information formally implemented, which marked the Chinese government at all levels into the "open information age", was also the Government's "yet another self-reform." Song Gongde the researcher of National School of Administration, said government information is a special kind of public goods, government information publication is a basic service which the government supplies to the public. Information is the basis for decision-making, implementation of the policy is more transparent, the public is also easier to understand, and thus the higher the acceptance. In recent years, the government information disclosure becomes the important research subject which gradually the scholars pay attention. Along with the technical progress and the time vanguard, Our country Government has done many work in information disclosure, but the government information supplies and the public information need's disparity still exists, mainly displays in government many information cannot obtain the effective use, but the public gains the related livelihood of the people government affairs information which is also difficult, so that government's information resource waste phenomenon is serious. Information disclosure is a social progress; the government information disclosure is also no longer a "gift", but responsibility, and a statutory obligation.The government information portal, as the channel and platform providing public service, has been one of the most important ways of the interaction between the government and the society, it's the media of the government information disclosure, to publicize the government's window, to serve as a bridge, the tool of the administrative supervision. Information publication online spreads and utilizes in all levels of government in our country. Government portal is a place to fully explain the level of government information public landmark. How to strengthen the openness of government portal's assessment, to establish a scientific evaluation system to address the development of government websites in the information disclosure problems, has become government information public building can not be ignored. Therefore, this study starts from the status of the government information portal. It builds a set of well-established information portal based on an open government performance evaluation index system. In addition, this study uses the survey form. Through the government portal and the public, wishes to propose some proper suggestions, and takes effect in the construction of the government portal's information disclosure.The article consists of six chapters:Chapter 1 is the introduction, describes the background of research, significance, innovation and methods. Chapter 2 introduces the information disclosure of government website. And chapter 3 describes the appraisal indicator system of government information disclosure in Hefei, mainly introduced the appraisal target involves the basic principle and the main mentality, then construct the Hefei Municipal government information public appraisal indicator system. Chapter 4 is the key point. This chapter divides into two major parts; first, carries on the allocation according to the third chapter of construction's system to the Hefei Municipal government website, and has given the writing explanation to this score, another one from citizen's angle, has formulated the Hefei government information public on-line survey form, the per formation evaluation results, and then chapter 5 points out the analysis to the Hefei Municipal government information public construction's present situation, and to promote it better development, gives the comment and the countermeasure. Chapter 6 brings forward practicing countermeasure according to the systematic study.
