Based Crm's Open Government Information Service Countermeasures

With the advent of the information society, information resources have become an important part of information construction. Because of the special status of the government in public administration, it holds most of the social information resources. Due to the increase of public awareness of information, the requirements of the public information disclosure become more strongly. Information technology enhancement and development of e-government provides environmental conditions for government information disclosure. Thus, Information disclosure becomes an inevitable trend.Open government information in China's research is mostly in institutional and legal level, and the research focuses on the necessity and theory of government information disclosure. However, for the specific operation of Government Information Practice, the research of the situations, problems, causes and measures is not enough.For historical reasons, the construction of government information disclosure system in China started relatively late. In 2008, the execution of "The People's Republic of China on Open Government Information" remarked that the procedure of China's Government Information disclosure took step by leaps and bounds. So far China's "Information Disclosure Rules" has been implemented for two years, and government information disclosure made significant progress by the efforts of the Government and the public. Yet, we should also notice that the effect the implementation of open government information has many unsatisfactory parts as well.In the practice of government information disclosure, there are many contradictions between the Government and the public, mainly in three areas: concepts and mechanisms, the contradictions and benefits of information asymmetry during the operation. Faced with this dilemma, government information disclosure can refer to the success of business, and actively implement a customer relationship management strategy.The core idea of Customer Relationship Management is "customer-oriented". As for the government ,the "public centered" principal will lead us out of the conflict between the Government and the public. The key is to focus on public demand, change management concept, optimize management mechanism and take use of advanced technology. The practice of Shanghai Municipal Government to open the government information has proved that the use of CRM concept could improve the efficiency of government information disclosure. In addition, Integrated Information Disclosure service mechanism in Pudong New Area Government is a success story.The innovation of this paper is as follows: From the Public-oriented e-government perspective, the paper discusses government information disclosure under e-government from CRM theory and brings up the possibility and necessity of taking use of CRM theory as guidance to promote government information disclosure. Additionally, it takes the Shanghai Municipal Government Information Disclosure instance to explain and breakthrough the difficulties during government information disclosure.
