Study On The Evaluation Of Local Government Information Portal Of Shanxi Province

The government information portal has been the core platform of the intercommunion between the government and the public in the process of the development of E-government. It as the important channel providing information and online service for the public, and the interaction between the government and the society, has been the most electrical and informational ways of the intercommunion between the government and the public. Its development has been the important standard to judge the progress of the state and local e-government. Only if the government information portal are well-established, our e-government can obtain further development, and thus an honest and highly-efficient administration system which is highly-standardized, harmoniously-operated, fair and open can be soon realized. Therefore, it is very important to put emphasis on the development of the government information portal and to set up a scientific evaluation system, to resolve the problems exist in the development of government information portal.The theses review the achievement both home and abroad thoroughly at the very beginning, and explain the concept, function and development mode of the government information portals theoretically. Then, it sets up an evaluation system which reflects the development of the government information portal in Shanxi province in reference to the government portal evaluation methods both home and abroad. The system evaluates the development of the government information portal in Shanxi province from 4 aspects, i.e., information service ability, online service, public participation and website design. It judges the government information portal in Shanxi province from different aspects. Furthermore, it investigates and analyzes the construction and employing condition thoroughly. 3rd, it analyzes the investigation correlativity result, and discusses the relationships between the construction level between the economic development, the information development. Furthermore, it tries to evaluate the development of the government information portal in Shanxi province accurately, comprehensively, and fully. 4th , it evaluates the government information portal in Shanxi province according to the investigating results and the present condition ,and proposes the suggestion and solutions aiming at the problems.The innovating point of the thesis is to propose an evaluating system and method which is workable and concrete. The author gives her own suggestion on the base of the statistic result of the investigation, and in relation to the problem existing in the development in the government information portal in Shanxi province. At present ,the construction of the government information portal in Shanxi province is still in an early stage. The information opening is still the primary function of the government information portal. Besides, there are other problems such as the low efficiency of information sharing and conformity, the low service degree, and the bad criterion, etc. Therefore, Only by putting an important position in the development of e-government, strengthing management , setting up a unified construction standard, aiming at the user need, consummating construction of the functions, can the e-government really serve the public and become the government portal serve.
