Guizhou Provincial Capital City Government Portal And Evaluation Indicator System

The government information portal, as the channel and platform providing public service, has been one of the most important ways of the interaction between the government and the society, and its development has been the core standard to judge the progress of the state e-government. Therefore, it is extraordinarily important to set up an objective and reasonable evaluation system to evaluate the construction technologic level, quality, achievement.The theses review the achievement both home and abroad thoroughly at the very beginning, and explain the function and development mode of the government information portals theoretically. Then, it sets up an estimate system which reflects the development of the government information portal in Guizhou province in reference to the information estimating methods both home and abroad. The system estimates the development of the government information portal in Guizhou province from 3 aspects, i.e., information service ability, on line service realization, and the public participation. It judges the government information portal in Guizhou province from different aspects. Furthermore, it investigates and analyzes the construction and employing condition thoroughly. 3^rd, it analyzes the investigating result statistically, and discusses the relationships between the construction level between the economic development, the degrees of the open economic and the information development.
