Research On Perfecting The Countermeasures Of Grassroots Government Information Disclosure

In information age,the government information disclosure is one of the important measures of the grassroots government to provide public services and build a service-oriented government.The government as the largest owner of information resources,if the government information can be used in all areas of society,not only can promote social innovation and development,but also become a powerful public supervision of government action.Since May 1,2008,<the government information disclosure regulations of the People's Republic of China> began to formally implement,it marks the government information disclosure work into the legal process.In recent years,the grassroots government is actively exploring the development of government information disclosure,but because of the late start of government information disclosure,coupled with the limitations of the grassroots government,leading to government information disclosure is not perfect.Therefore,under the current era of big data,it is of great practical significance to clarify the current situation of grassroots government information,analyze the matter and cause,and bring forward countermeasures to promote the further development of government information disclosure.First,this paper clarifies the opportunities brought by information age and the necessity of public information disclosure at the grassroots level.That is,the powerful measures to build a clean service government,The important thrust to create the value of economy and society,and the urgent needs to enhance the level of government management and decision-making.Then,the people's government of Maotang Town,Lianyuan City,was selected as the object of investigation.The problems of the grassroots government information disclosure were summarized through the questionnaire,including the information asymmetry between the grassroots government information object,work becoming formalistic and the scope of information disclosure is not clear.Next,this paper analyzes the causes of these problems: grassroots government information disclosure awareness is behind,not only the existence of some grass-roots government officials,but also of ordinary grassroots people's minds;Grassroots government funds investment is insufficient,resulting in backward construction of information technology;grass-roots government in the equipment is relatively backward,and can not keep up with the requirements ofbig data technology development,leading to grassroots government information disclosure channels are narrow and not smooth;the government information disclosure system is weak,and the matching legal mechanism is not perfect.The existence of these problems has led that the grassroots government information disclosure work can not meet the people's growing information needs.Finally,according to the existing problems of government information disclosure and the actual situation of the grassroots government under the current big data environment,several countermeasures are put forward to improve the government information disclosure: to raise grassroots government and people's awareness of government information disclosure;to establish the concept of government information disclosure service;to enhance public participation in access to information;to vigorously develop grass-roots information construction;to improve the basic information infrastructure;to strengthen grassroots government information disclosure agencies staffing and market-oriented application of government information resources;to improve the channels of information disclosure,to broad the path of government information disclosure at the grassroots level;to build a big data platform for information sharing,and to establish a sound government spokesman system;to improve grassroots government information disclosure system;to establish grassroots government open supervision and management system and strict grassroots government information disclosure assessment reward and punishment mechanism.
