With combination of various typical cases, the article analyses that government information disclosure is the result of constant gaming among the public, mass media and the government. A vertical comparison of similar public emergencies reveals the obvious impact government information disclosure exercises on news reports in terms of quantity, validity, genre, consistency, contents, depth, etc. The thesis further discusses the interactive relationship between government information disclosure and development of mass media.
