Anomie And Normative Research On Government Emergency Information Disclosure

China is now in the social transforming stage,natural disasters,accident disaster,public health incidents and social security incidents constantly outbreak which gives country and its people an incalculable loss. As social and public affairs managers, the government should actively perform its responsibilities on emergency information disclosure, disclose the facts to the society through the medias, communicate with the the public interactively and guarantee the civil right to know. These play an important part of increasing public trust in government, improving emergency disposal efficiency in government and preventing and solving sudden events.At present, the research on sudden events at home and abroad focuses on legislation for freedom of information,the civil right to know and crisis management which has made great research achievements. Firstly,this paper summarize the notion of emergency response information in government,represent the connotation of anomie and norm of emergency response information and deeply analys is the contradiction and unity of value orientation of subjects of right and obligation for emergency response information. Secondly, this paper analyses thoroughly the problems and its causes of emergency information disclosure. Lastly, this paper proposes some methods to improve emergency information disclosure including concept transformation, sound legal system, perfect open mechanism, and delicate public accountability of emergency information disclosure in government. the government in emergency situations should do better to guarantee the human's rights to be informed, to participate, to be listend and to oversee through medias which is helpful to improve emergency disposal efficiency, establish the open and transparent government image and build a harmonious and democratic society.
