It is the only way to ensure product quality of enterprise to establish a modern enterprise quality management system on basis of total quality management and ISO-9000 quality management standard. Ship Systems Engineering Institute (SERI) is a typical of technology-intensive military-industrial enterprises, which has set up the modern enterprise quality management system based on the GJB-9001 norms. But the existing pattern of quality management has seriously hindered the operation of the quality management system. Under the dual pressures of national defense requirements and market competition, enterprises must establish a parallelism collaborative environment in order to suit for the features of carrier-based digital products and for improve the product quality and enhance the market responsiveness .Collaborative environment is not only request of digital carrier product but also the guarantee for efficient operation of enterprise quality management system. With the development of network technology, information technology and the concurrent engineering, more and more companies request to construct a distributed collaborative environment integrated quality information management. Especially in the promotion of enterprise information, many companies need to incorporate quality information management with the information integration foundation that they have established. In the case, the new quality management model must reflect the coordinated parallel characteristics of the quality management of digital equipment. On the one hand to adapt the collaborative environment for improve efficiency and quality of the quality management; we must also consider the appropriateness of the implementation. Further, the new model must take into account the development of enterprise environment and the dynamic characteristics of collaborative objects and the quality management system development, and must be leaving room for expansion and renovation to form a closed loop product life cycle management.By the virtue of its powerful capability of data management and process management, PDM (product data management) has been the preferred platform. Through the collaborative environment, all the application software in the enterprise enables information sharing and information transmission. At the same time, the by means of the advantages of process management of PDM, the assurance and quality control standards and norms should be combined in the process managements to minimize the human subjective and arbitrary and improve operating efficiency. And, the enterprise resources can be complementarities through collaborative platform to expand the scope of its use to increase their efficiency. At last, the quality information management system (QIMS) will become an important part of the environment to total monitor and control these enterprise business processes. At the same time, QIMS can share information with other software which is integrated into the collaboration platform, and transfer information to them. Then, the environment can not only improve operating efficiency of the enterprise quality management system, but also improve the utilization of enterprise resources, and enhance the rapid response capability of dealing with market demands.SERI focuses on the task of quality management at this stage, which are the collection and management the information related to product quality management processes and systems and the establishment of the standardized operating system on quality management. Firstly, This article analyzes the operating conditions of existing quality management system in SERI, and carefully study the typical business processes, including system document management, quality objectives management, quality supervision management, encouragement and penalization management, quality system audit management, assessment management, correct the prevention and improvement in management, supplier's file management, customer complaints and after-sales service management, product acceptance and test management. And then, the use-case models of the business process were set up through use-case driven approach, which would be the basis of the design, implementation and testing and maintenance.Based on the detailed request analysis on the business process, the objects and their attributes and operations can be obtained which will be responsible for dealing with all the services related on the process. Then the objects are placed in different logic packages according to the relationship between them. Quality information has a wide range and different structures, their organization and storage plan will have a significant impact on the system performance. Because the quality management concern on the total quality operating statuses which include not only the product life cycle but also all the enterprise units. In the product life cycle, all information on such processes related product as product design, quality control of supply, product test, client complain management can be organized easily by the clue of product. However, the enterprise units are the main parts in the other processes. On the other hands, the structure of product is able to not only relate all information on product quality, but also string all information arising from these processes related systematic quality management. As a result, the data model of QIMS is established by the structure of product as the core foundation and the structure of organization as the assistant clue.Based on the use-case models of the enterprise business process, the system models of QIMS, including the static object model, the data organization model, the system component model and the component configuration model, were set up by using object-oriented technology. And a web-based Browser / Server three-tier architecture was used to solve the confliction between dispersive system users on place and unified management of information. Finally, the system was finished based on the design models by using struts framework, hibernate components and Oracle database. Then, the design style of system client pages and the usage of system were illustrated through displaying some typical pages.In the paper, the quality information management system is developed under the collaborative environment based on PDM platform, which is suit for the modern quality management system and full use of the powerful abilities of information management and process management. This idea can be reference by other enterprise which are in the same predicament during the process of improve quality management. At the same time, the technologies used in the paper, for example the use-case driven, UML and the B/S architecture and so on, can be the reference for the development of other enterprise application architecture.
