Network-based remote video monitoring is a multidisciplinary filed which involves computing, communication, control and multimedia. It has been widely used in many fields and of great significance in theory and practice. In this paper, Visual C++6.0 is choosed to set up the remote video monitoring system based on the GRB400 four-DOF mechanical arm, after analyzing the system hardwares and the key technologies of it.The article is mainly devided into four major parts. Firstly, introduced the hardware and working principle of the mechanical arm and video monitoring system. Secondly, discussed the essential technologies emphatically in the network-based remote video monitoring, including video compression, network communication, streaming media and multi-threading. Thirdly, we put forward a design of the network-based remote video monitoring system which is programmed by the WinSock and based on C/S (Client/Server) pattern and UDP protocol, and adopt the MPEG-4 video compression algorithm which is mature and easy to encoded, and realized transmission of real-time video streaming in the IP Multicast Network based on the streaming media technology of RTP/RTCP protocol. Finally, discussed the composition and method of measurement of the network transfer delay, and proposed several measures to improve the time delay.
