The main result of information resource planning is to establish an integrated information system model which includes function model, data model and system architecture model. Traditional modeling process of information resource planning is a discussion process mainly among the business personnel and the system analysis personnel. However, each kind of personnel's experience and the specialized quality difference cause the modeling achievement to be different. The construction of system model in information resource planning is researched and a new system modeling method is proposed in this paper.Firstly, the method of system function modeling based on the business component is put forward and the function tree is used to represent the system function model. The identification of business component is mainly researched in the function modeling. Through analyzing the features and equivalent features of business element, the feature matrix of business element is established. The calculation method of business element's similarity is proposed and the matrix of business element similarity is established. Combining the optimal tree algorithm, business component is identified and a formula of business component's granularity is given to reduce the complexity of them.Secondly, aiming at the bi-direction problem appears in the division of subject database by the integration analysis method, the construction of data model in the system modeling phase is researched. Through analyzing entity-activity relation, the concept of entity similarity is proposed. The subject database is planned combining with the clustering algorithm and an evaluation function is given to carry out numerical evaluation for the plan result and then the data model is built following the given data modeling process.Finally, the method of B-CU matrix is given to establish the system architecture model. A new system modeling process of information resource planning is proposed synthesizing the above researches. The improved system modeling method is applied to the information resource planning project of HeBei Maritime Bureau and is proved the feasibility and usability.
