Timing system is a complete system which consists of various kinds of electric equipment. It supplies standard time signal and standard frequency signal for experiments of conventional arms, missile and space experiments in order to achieve unification of time and frequency of the whole experimental system. Timing system is a new engineering discipline that develops as a result of missile and space experiments. With the development of science and technology, timing system is required in more and more fields of engineering and scientific research such as modern telecommunications,navigation,power dispatching,astronomy,geodetic measurement,earthquakes,transportation,etc.In this paper, we design a timing system of high precision through simulation, focusing on discussion and analysis of the theory and implementation of time synchronization, which is the most important part in the designed timing system. The time synchronization consists of time interval measurement and PPS correction. We study the theory and implementation of time interval measurement based on digital phase shift, then correct the local PPS sigal using the time interval value between GPS PPS and the PPS generated by the frequency division of local oscillator, and accomplish the time synchronization between GPS PPS and local oscillator's PPS. After the implementation of time synchronization we discuss the solution to get precise UTC time. We discuss the implementation of the whole timing system by the use of FPGA technology which is widely used in present EDA, and carry out analysis and simulation after the schematic design. The simulation results indicate that the timing system based on the GPS and FPGA technology can obtain very high precision, and can meet a wide range of applications of measurement and control departments and the electricity sector,etc.
