Public libraries are a complex system of public cultural, which combines with inputs as personnel, funding, hardware facilities, library resources, e-books, and outputs like circulation readership, books borrowed time, and reference service. It should consider both inputs and outputs to evaluate the efficiency of public library due to the different sizes. Data envelopment analysis (DEA) is a quantitative analysis method to word out multiple inputs and outputs. Most scholars use DEA to evaluate the efficiency of public libraries because it doesn’t require prior evaluation to determine the right weight, which avoid the influence of subjective factors, and has no need to unify the characteristics of input and output units, and other indicator.At present, China widely evaluate the provincial public libraries while evaluate district public library marginally. It still has some problems on the evaluation of public libraries to use DEA classical model. For example, the library efficiency will be affected by the uncontrolled factors like regional population; classical model can’t totally describe the value orientation.In addition, DEA can’t select the evaluation index by itself, which leads to the false results if choose inappropriateBased on the analysis DEA classic model of its own deficiencies and problems in the use of DEA efficiency evaluation of public libraries encounter on-stage use of the classical DEA model, uncontrollable DEA model, with Russell measure DEA model, super efficiency DEA model from different opinion in Shanghai’s 16 districts and counties of public libraries efficiency evaluation. The results show that in the CCR and BCC models, the average efficiency of Shanghai is about 0.9, while taking into account demographic factors, the efficiency of most libraries worth to improve, use Russell measurement model appeared the original library becomes effective invalid phenomenon library. The use of super-efficiency DEA after the final ranking of the library and found that the efficiency gap in 2013 between the county library is greater than the 2009 results. Conclusion of the county library in Shanghai illustrates the overall efficiency is good, but there are also part of the Library efficiency poor performance is due between 2009 to 2013, some counties were merged, the library also will merge or is to become the main branch relations, another part of the library for a new museum relocation work, the reader needs to adapt to these changes in a process, the library’s own management coordination takes time, so during this period, part of the Library efficiency calculation results relatively poor. Therefore, the proposed Shanghai Public Library in the future work, the county public library districts need to refer to other outstanding local library, to strengthen coordination and cooperation main branch, to play their own characteristics, the district library complementary advantages, balanced development, further improve the supervision and evaluation system in order to achieve the healthy county library sustainable development.
