This thesis takes a research object as the service efficiency of public library of under the free and open policy in Nanchang city.Firstly,the thesis bases on the theory of public property,the theory of new public service and the theory of colative governance,analyzes the impact of the free and open policy on the service efficiency of public libraries from the perspectives of government,public library and the citizens.Then,it calculates the efficiency of public library service in Nanchang city from 1999 to 2018 with SE-SBM models.And it is verified that the free opening has a positive effect on the service efficiency with the Tobit models of public library in Nanchang city.In addition,the thesis analyzes the reasons for the positive effect of free opening on the service efficiency of public library with the the development process in Nanchang city,and finds that the efficiency still ineffective in some years although free opening promotes the improvement of the service efficiency of public library.So,this thesis tries to find out the problems of public library service by field research and data collection in Nanchang city,found some problems such as insufficient government performance supervision,uneven development between libraries,insufficient cooperation,superficial activities and insufficient external publicity.Based on that,this thesis establishing the suestions as putting forward the optimization of performance appraisal,reducing the gap between libraries,strengthening cooperation,guiding forward the public service and building brands.It has reference significance to the development of public library in Nanchang city under the free and open policy.
