Study On Problem Model In Emergency Decision Support System

Public emergencies occur more frequently and impact people's life and social economy strongly. Emergency Decision Support System (EDSS), which integrates a variety of advanced technologies and supports the whole process of decision-making, is a very useful method to solve these problems in the field of emergency management. EDSS, home and abroad, currently focus on providing professional forecasting and Simulation Analysis Service for specific type of emergencies in a particular field. However, the public emergency is complex, one type of emergency will mostly cause or be caused by another type of emergency; different types of emergencies are correlative and interactive. The EDSS for one type emergency or one specific filed, which most of the existing EDSS, is not able to effectively deal with the emergency caused by more than one type of disaster. How to build an open, comprehensive and flexible EDSS to handle various emergencies and integrate various models and methods has become a focus in the theoretical study and practical applications.To resolve the above-mentioned problem, this paper study the emergency problems definition, organization, management and solving through studying the general emergency problems as starting point. The characteristic contents of the paper are presented as follows:Firstly, clear the emergency decision-making concept, divide the lift-cycle of emergency decision-making, and analyze the request of EDSS.Secondly, propose the general problem model and atomic problem model of emergency problem, which can handle various kind of emergency and integrate various models and methods, based on studying the general process of emergency decision-making and emergency problems classification. Emergency problem general framework model and framework model supply a method to define and generate decision problems. The correlative structure model is presented to help decision-making to organizing and managing the emergency decision problem effectively.Thirdly, introduce the super net theory, then, the events net, problems and operators net could be integrated under this super net theory. The atomic problem solving model, complex problem solving model and multi-events problem solving model are also constructed. The emergency decision-making solving process is summarized in this paper. Fourth, analyzing the emergency decision problem management and solving component function request and propose its framework based on the above theory and models. The prototype system is developed based on the meta data.This paper develops the general problem solving theory in the emergency decision support field. The problem models and solving method are presented for constructing various emergency models quickly, flexibility and effetely. The prototype system could guide the comprehensive EDSS developing.
