Earthquake is one of the most harmful natural disasters to human survival .China is one of the countries in the world which have the most intense seismic activity and earthquake disasters. The establishment of earthquake emergency command systems can greatly improve the government's emergency response to the devastating earthquake capacity, schedule and use of all possible relief force efficiently, which is a effective mean to deal with occurrence of devastating earthquake and defense of earthquake.Earthquake Emergency Rescue Decision Support System is a subsystem of the earthquake emergency command systems. It provides the relevant department timely, effective, real-time or quasi real-time auxiliary information at different times after the earthquake by gathering the underlying database of the earthquake emergency and earthquake site information, as well as the analysis of various decision support tools and models. The system provides emergency assistance information (including: the scope of the hardest hit, the damage to the road relief, disaster communication situation, the demand for disaster supplies, etc.), proposes classification, different levels, the urgency of the information, provides the necessary emergency relief operations support decision-making recommendations to help commanders quickly develop relief programs and the deployment disaster relief operations; At the post-response of the earthquake emergency, it also provides some supporting background information about the seismic, geological and other relevant information for the recovery and reconstruction work.The J2EE-based B / S architecture, the use of three cross-platform client / server model of the issue solves the problems of distributed applications and centralized management, cross-platform compatibility and ease of maintenance. At the same time, service-oriented architecture SOA help to realize the loose coupling of the service modules, to improve the reusable expense and maintainability of the system. This subject uses ORACLE 10g as a database management system, JBOSS as application server, SuperMap as WEBGIS server. In ECLIPSE development environment, through the needs analysis and system design of the earthquake emergency decision-making business, the subject realizes the functions of the earthquake emergency plan, disaster relief and rescue protection etc. The test results show that the system has good usability, and achieves the expected acceptance of the project requirements.
