The current business environment and decision problems not only ask for more effective Decision Support System, but also exposed problems of traditional DSS developments means including obscure responsibility distribution among the roles and the inability of decision demand, etc. In the meantime, the difficulty of effective utilizing data, model has been magnified by the rapid incremental rate of such resources. From this perspective, Metadata Repository (MDR) is mean to offer a solution of improve the overall efficiency of all resources within the system by supporting different roles in Decision Making process with the help of descriptive data.The paper begins with the introduction of the current situation, application status and existing problems with problem solving DSS, metadata and the MDR. The basic theories and finding of metadata together with its supportive functions are then analyzed. Based on which analysis, general system theory is applied to the design of MDR, with the proposed metadata layer model and the requirement of metadata model in each layer, the structure of MDR has been put forward. Furthermore, the mechanism of MDR-based problem-solving DSS is introduced based on responsibilities of different roles in such systems. Finally, with the case study of hina Metal resource protection DSS, the suitability and implementation solution is discussed.
