Based on detailed description of the work-flow theory and core technologies of OA development such as Microsoft.NET development platforms, this paper discusses user needs analysis of business-oriented fixed assets management system, the overall structure design and database design.The system includes seven modules ranging from an procurement application module, on-line approval module, fixed asset management module, a storage management module of low priced and easily worn articles, information release module, digital signatures and certification module and system management module.
