With the wide spread of the Internet/Intranet technology, the WEB-based application system has experienced a very fast development. One thing we should notice is that the WEB-based computer application system, used in the internal environment of enterprises, the governments and the army, has been playing a more and more important role, and has become the main development trend of the computer application system. The army unit mentioned in this paper has two main tasks, which are to guarantee the safe communication and to carry out encrypted transmission. Meanwhile, the section is also responsible for the informationization development of its upper executive section. In recent years, with the deepening of the military systematic and institutional reform, it bears more and more significance to improve the safety management, the work efficiency, the decision-making quality and the support ability with the help of information technology.The OA (Office Automation) system introduced in this paper is developed based on the.NET platform. By gathering the data of real work situation in a certain troop unit, the paper systematically analyses the business requirement and process of this unit. With the help of the ASP.NET technology and the SQL Server data base, and by merging the current popular work flow technologies, the paper managed to design and develop an OA system for the surveyed troop unit, and basically meet the requirement of no-paper office and synergetic office. On the other hand, the convenience brought by this OA system in the work process makes it easier for decision-makers to have an overall control in respect of policy support, information usage and synergetic cooperation. The work finished in this paper includes the analysis of actual work environment information, the management of work email, the arrangement of work agenda, the management of synergetic cooperation, the automatically application of work flow, and so on.What is more, the development of this system also adopted measures in the field of software engineering to make a detailed analysis regarding the systematic requirement analysis, the overall design, the data design, the document circulation based on the work flow, as well as the duty management. It also has a deep insight into the realization of system safety.Furthermore, the development of this system applies software engineering method in requirement analysis, outline design, data design. The document flow management based on workflow, duty management and the realization system security etc. are described in detail at the same time.Ever since half a year ago when the system was operated for trail, the consumption of office supplies has been reduced by 13%, while the work efficiency has been improved with a large range, which showes that the system has a strong practical value and significance.
