Central Ministries Press refers to the publishing institutions established in the era of the planned economy, formed by government departments according to the professional division of labor. They are different from publishing groups formed by local governments or higher education publishing press by colleges and universities. Central Ministries Press has a long history, a distinctive industry, an explicit specialization, a business throughout the country. It’s the backbone and core of the Communist Party of China and Chinese government, is the main force of cultivating, developing, spreading the advanced culture, is the intellectual support of the science and technology, and culture progress. In today’s social development, national economic take-off require the press to take the implementation of system reform, while the Central Ministries Press and press enterprises are the core part of the publishing reform in our country.Beside the introduction, this paper is divided into four chapters. Chapter I, the development, features and effects of Central Ministries Press, including the initial period, the development period and the prosperous period, giving readers an objective statement of their basic characteristics, roles and functions.Chapter II, current situation and problems of Central Ministries Press changing into enterprises, elaborating the background and motivation, the process and current situation, current problems and causes. Chapter III, western publishing companies’histories and enlightenment, outlining the history of publishing industry development in10countries, including the United States, Great Britain, France, Germany, Holland, Italy, Spain, Canada, Australia, Japan, summing up the successful experiences in the operation of the system, operational concepts, mode of operation of five major international publishing groups, including Bertelsmann, Pearson Education, Thomson Group, Reed Elsevier Group, Vivendi Universal, providing lessons and inspiration brought by western publishing industry. Chapter IV, the path of Central Ministries Press changing into enterprises, giving detailed analysis of the international management systems, current shortcomings of the Chinese publishing management system, the direction of reform, publication management system with Chinese characteristics connotation and denotation, exploring innovative content of mechanisms, raising three modes into enterprises, which are establishing Ministries Publishing Groups with Central Ministries Press as the leader; changing mechanisms first, then finishing the conversion of identity, finally totally change the system and the mechanism; establishing Central large international publishing groups.
