Research On Information Management Of Arbitration Cases Of Qingdao

In the context of global information, to advance the automation, networking and be electronic of public affairs has been the trends of the times. Arbitration is an important part of law system under the socialism market-oriented economy, and its development also constitutes an important sect of national economy information development. Remarkable progress in information technology provides broad developing space for the information in arbitration field. Closely connecting arbitration case management with information technology centered by computer and network technology is the inevitable outcome of the development of history and society. The information development in arbitration field exerts great significance in improving working efficiency and the level of services in law, realizing the justice and high-efficiency, the fundamental values of arbitration.This thesis, first, points out the objectives and significance of the research, research contents and research methodologies used in this paper, and then, introduces the basic implication and contents of information and E-government. Further, basic theories mentioned above are expanded into arbitration field and the significance of improving arbitration to realize justice and high-efficiency conducted by the information of arbitration cases is explained. Arbitration in civil cases and business possesses the quasi-judicial characteristic. The author concludes the features and developing trend of arbitration cases in information construct and management by comparing and analyzing the current conditions of information development and management between China and other countries. Next, this thesis focuses on explaining and analyzing information theories and its application in arbitration theoretically and practically by using the real arbitration cases happened in Qingdao Arbitration Commission. The possibility of introducing modern information technology in arbitration cases management and using information management system at every stage of cases management to improve the optimization of arbitration procedure has been argued from the aspects like the objective, principle of Qingdao Arbitration Commission, and the realization of arbitration cases management system in assistant office automation. Based on real cases studies, the author concludes the precious experiences of arbitration cases in information management by analyzing the characteristic and outcome of information management of Qingdao Arbitration Commission. The experiences include: strengthened leadership, well-planed schedule, technology innovation, guaranteed institutions and security system. Finally, the author points out some problems in existence so as to direct a clear development direction for arbitration cases information management. In the conclusion part, the author extends his confidence and expectations to the development of arbitration cases information management. The information development in arbitration field will definitely grow into mature with the progress of global information technology and the development of society in all respects.
