Research On The Resolving Solution Of Building And Supervising The Application Software Of E-government

With promotion information-based and administrative system reform deep in our country, the E-government of our country has been built into a leading industry of information industry. At present there is the problems that no unified planning,building but no application,the symmetry information between building company and builded department,and lack of effective supervision in e-government construction, cause the building of e-government investment returns low.In recent years, our country's information technology supervision departments to explore and discover that the introduction of supervision in e-goverment building process,as a regulator of effective and important means.Supervision industry based on its own technology,the application of scientific management ideas and methods to guide the process of supervision.Through the rich experience of project management control the existing problems improve the investment returns.The supervising industry development of our country is not still mature,the supervising theory has not formed the system,the supervising standards are not perfect.According to software supervision related theoretical research and supervision practice by myself,this paper proposed the resolving solution of building and supervising the application software of E-government based on the software engineering. Firstly,through present study of the domestic and foreign information supervision to analyze the necessity which introduces supervision.Secondly focus on the"four controls,three management method,and a coordination"of supervision mechanism in the building supervision of e-goverment applications software system.Again it explores and proposes the supervision rules of feasible stage,requirement stage,design stage,execution stage,and check stage in the supervision process.Building and integrating the entire cycle of information security challenges that proposes the constructive supervising countermeasure.To confirm the above solution is accommodate and superior.Lastly,the writer takes in the supervising practice of Wuhu city in the e-goverment software system construction as the research object,applicates above proposed supervising theory and solution on the case study,analysizes and summarizes the effects of supervison mechanisms and all supervison process,and proposes the needs to improve opinion.The research content of this paper is the supervision implementation method of e-government software system construction.It is very valuable reference to supervisors, managers and technical staff in the e-government construction.It is also to promote the progress and basic research of national information supervision deveploment work.
