Librarians should strengthen continuing education and professional development to enhance their professional competences so that they will accommodate themselves to the new requirements. There are some problems in librarian continuing education nowadays. Such as the learning content is not very suitable, and there are short of collaborative learning styles. Furthermore, the Channels of communication and feedback are often blocked. So we think it is necessary to build an online learning and communication platform for librarians to solve the problems mentioned above and promote the professional development. This study aims to design and create an online learning and communication platform, which is based on social learning theory and has the function of resource management and sharing. Besides, the platform offers many ways to communicate with each other. The platform supports librarians' individual learning and social learning, and it offers technological support for knowledge communication and sharing, so as to promote librarians' professional development.This thesis is organized as follows. Firstly, by investigation of literary documents and internet, this thesis analyzes the problems of current librarian continuing education and network platforms. After that it elicits the purpose of this study. Secondly, by literature review, this thesis analyzes the professional competences and skills which librarians are expected to have. Then using questionnaires survey, we find out the present professional qualities of librarians. Thirdly, we elaborate on the inspiration drew from social learning theory, and analyze the role of collaborative learning,observation and model,social evaluation in librarian professional development. Then we design and create an online learning and communication platform for librarians by the technology of .NET. Meanwhile, we introduce the main functional modules. Finally, by questionnaires, interview and the system logs, we evaluate the application effectiveness of the platform. The result shows that the platform is in stable operation and in favor of enhancing professional quality, occupational morality and information literacy of librarians. Moreover, it advances knowledge communication and sharing among librarians.The innovations of this study are summarized as follows. In the first place, we apply social learning theory to librarians' continuing education and professional development, as is a significant attempt. In the second place, we create an online learning and communication platform which has many merits. Such as it is convenient to manage and share resource, has many ways to communicate and collaborate with each other, emphasizing self-evaluation and social evaluation, and the datum of activities in the platform are visualized, and so on.
