With the development of information technology, teachers of primary and middle schools to education and training of the work has been to enhance and training range more widely, content is more rich, more diverse forms, make the teacher continue education and training management becomes more and more complicated, past on the ways and means of management paper registration book of hours is no longer applicable. Using the latest information technology to integrate all kinds of teaching resources, teacher training standard and management standard, improve the teachers level and work efficiency, become the urgent matter of the today’s education management department.According to the characteristics of the provincial district level teachers management training, combined with the functional departments need to study and analyze the teachers continue to education information management platform. It has the characteristics of resources sharing, wide coverage, strong interaction, simple operation characteristics and advantages, can adapt to large-scale, personalized, classification of other training needs; relates to all aspects of the management, to solve the shortage of teachers in all, the lack of curriculum resources, contradiction in engineering problems, strengthen the education management of primary and secondary school teachers continuing education learning process and effective management, monitoring and evaluation, to standardize the teacher continue education and training, to enhance the primary and middle school teachers comprehensive quality and teaching level, has played a positive role.First of all, this thesis introduces the background of the development of this system, describes the major business issues and research content and work; in business analysis, describes the system requirements, given the original business process analysis and business process reengineering; secondly, in the functional analysis, the role of the system were analyzed, given the system use case analysis and system function package diagram; in data analysis, the of all functions of the system data and entity relationship are analyzed, establishing database. At last, the thesis of the system do work summary and prospect.
