At the same time, China Mobile also has serious deficiencies in internal control management, which goes against the internal control audit for listed company.Therefore, to solve these problems, it is an effective means to use computers and barcode technology more effectively as well as combine mobile and wireless GPRS/EDGE data transmission artifice together, so as to guarantee the fixed assets are completely managed by real-time database throughout the life cycle. Meanwhile, the strict internal control audit for listed company also has an urgent need for a set of targeted fixed assets management system to realize centralized data management and operation of the audit, which can promote the innovation on management system by technology means, improve the efficiency in work and reduce the costs, thus enhance the competitiveness of the company.The paper subjects from the background and aim of the research, tells the development of fixed assets briefly, confirms the feasibility and the urgency of the system research. Combined with the construction and requirement of fixed assets management in China Mobile, detailed explanation on requirement analysis is made form three layers: business requirement, functional requirement and non-functional requirement. Next, the paper deals with the framework of system software, the modules of system function ,the construction of database as well as the case of system application and accomplishment in brief and detailed design, then selects some suggestions for system platform and development tools.The paper considers the China Mobile Jiaxing branch as case research, brings up a set of direct, high effective and economic plan for specific group and system disposition according to the practical circulation of recent net and the development of company message system, then putting the developed system into live environment successfully in the practical net. Finally, the paper shows the system interface and summarizes the circulation situation, the innovation highlights as well as further research direction of this system.By using barcode technology and combining GPRS and EDGE technology, this system helps to simplify work like assets checking, assets transfer and assets tally, thereby realizes the routinzation and automatization of assets management and accomplishes full life cycle oriented tracking management of equipment assets.
