Design And Implementation Of The State-owned Assets Management System For Changchun Finance Bureau

State-owned assets management is very important work for administrative institutions. Good management will accurately reflect the company's operating results and performance; eliminate corruption and also provide a basis for the officers, whereas bad management will result in poor resource utilization or even loss of assets. Especially for some large state-owned enterprises and listed companies, their finances will do original value, depreciation, service life evaluation. While many large state enterprises, national and transnational listed companies which belong to assets-distributed enterprises, many departments involved in asset management, including provincial, municipal, district, country and other levels of charge. Assets are used in large area, from city to suburb, covering every corner of the ears. In the asset management, introduction of barcode and self-identification could classify assets systematically, whose final purpose is to have a well understanding of asset status, to provide the basis for financial analysis, cost accounting data.Due to the characters of large in quantity, more in species, more distributed and complicated to maintain, suggest to adopt a combination method of bar and coding to manage these assets. Arrange and standardize the database, trying to achieve the share of data and management information, establishing scientific management mode to make account agree with reality.Good assets management could reduce waste, improve utilization ratio, and reduce operation cost. As for state-owned assets, which own large asset scale and distribute to different enterprises, need a plenty of labor and material to manage and check the assets; and also need complex procedure, big amount of work, long time, and easy to make mistake.In state assets management system, each state asset has a specialized label for management operation. Those asset labels can only be released by state assets management to control quantity and accuracy.In order to make management work standard, systematic, scientific and to improve utilization, play the biggest benefit, asset information management becomes very important. All this study includes several aspects below:Mainly describes background, meaning, topic source, target and structure of state assets management system. The management client use C# to develop and use Oracle as background database, among which C#, as the new version of Microsoft objective language, has strong expansibility with advanced technology, big amount of library, big freedom of language. Combine with reality, C# could also meet the requirement of combination development between C/S and B/S.Explains the function needs from the business point of view. Changchun Bureau of Finance mainly does centralization of management to his subordination enterprises. Their work focuses on checking, managing, supervising. Each committee, bureau, office and related enterprises mainly is responsible of input, inventory and scrap internally. They have independent and related relationship.Database design describes database type selection and data logic structure. State assets management system use Oracle as background database, including client/server, which could satisfy database's support to B/S structure. Systematic database is established based on the Third Normal Form, avoiding abnormal updating, inserting, deleting or big redundant data.Business specific design and realization describe the function design. Because state asset department in Bureau of Finance belongs asset competent department, while each committee, bureau and office belong to asset use department, we divide the client into 2 clients: Finance Bureau state asset management system, which is used by state asset department to summarize data and analyze; and administrative management system, which is used by administrative enterprises to manage the assets and submit.This system combing real procedure of state asset management. It introduces management system structure and function and discusses the frame from theory and appliance. Meanwhile, from software development, it explains the realization of database design, system structure design and some critical technology.
