To achieve electronic, information-based and paperless administration of the government, Ghana intends to develop an integrated citizens' service system which is based on GLCC with the application of graphical management information tool and ICSC.This integrated service system functions with the help of Internet. It sends the citizens' information (including photos, fingerprints, signature and voice) to a backward management system which transfers the information to the relevant systems for verification such as citizenship and immigration system and the verified information is transferred back afterwards. This way efficient information transferring process is achieved. Meanwhile the integrated service system could provide service for administrative departments both domestic and international as well as for common citizens by using the current network and transferring framework.This paper designs an integrated service system based on the demand analysis and the current setting of Ghana. To guarantee the development and application of this service system, this paper achieves the system design integrating the interrelated technology and content of project management interrelated various comparisons according to the actual demand for the system. The paper consists of the following sections:Overall design of the system including boundary, general framework, process, function and layout of the system.Function design of the system including function of three subsystems which are information collecting, service application and imaging monitoring.Database design.project management: project risk management, project alteration management, project quality management.
