This paper analyses the reasons for the good performance of e-government according to the performance criterion, and studies the elements of e-government with comparison. There are two problems in the paper. Why does e-government better than tradition government? Which elements is e-government performance in relations to? The first problem concerns external relations of e-government. The second problem has a bearing on internal relations of e-government. The main content includes: analyzing economic nature of e-government performance with institutional economics, explaining efficiency of e-government in public good and equilibrium, expounding effectiveness of e-government by economics and philosophy, elucidating equity of e-government, studying comparative e-government performance with data envelopment analysis, exploring e-government performance by system dynamics.The paper puts forward some viewpoints on e-government performance. Because of low transaction cost, decreasing asymmetry information and reducing layer of agency, e-government performance is better than tradition government performance. The connotation of e-government performance is efficiency on supply and demand. E-government is advantageous on the basis of the theory of marginal utility. The relation between government and civilian is compared to the phenomenon of black box and white box. The paper draws a conclusion that e-government performance is inefficient according to data envelopment analysis at the most districts in China. Through system dynamics, the paper analyses quantitatively hardware investment, city environment, consumer quantity, economic situation, educational level and consumer proportion in e-government performance.Induction, deduction, comparison and model are applied to discuss e-government performance. The paper is of current significance and theoretical significance.
