Research On General Government Power And Performance Management System

As the development of IT, especially the development of network technology, the methods about the information transmission,the interpersonal communication and the social management,are changing. The rapid progresses in the states'economy proposed the construction of a service-oriented government policy. This policy brings out the higher demand for the government efficient administrative ability. Therefor a huge chanllenge faced in the government services is to improve the efficiency and quality via the information management system. Because of the promotion for the flat management of the administrative power, more and more administrative affairs will be approved by the county level governments, thus the county-level governments'service performance will have a significant influence on public interests. There are several problems in the traditional methods of government management, such as the rights and responsibilities are unclear, the approval process for large projects is very time-consuming, the services and supervision are asynchronous. Thus, it is of great importance for government to construct a management and supervision system in order to improve its service efficiency and quality finally.According to the features in of the government function, the article proposes a program that applying IT technology to build a county-level government administrative service and supervis on system to improve the effectiveness of government services and promote the growth of regional economy. In the design process, the scalability and portability are considered; these system features make it possible to use this system in other level governments. This article discusses the implementation of the program, besides it summarizes the function characters and the system concept. Based on the system built, the article makes a research on the GENERAL government power and performance management system. In technology the general government power and performance management system can be achieved by an object-oriented and template-based workflow management engine, and a two vertical and three horizontal information exchange method. In function, the general system should cover all administrative powers in 13 categories, and realizes a multi-angle and multi-color warning supervision and management to the administrative power. In this paper, a comprehensive performance management system framework is built, and besides the user interactive feedback will be taken into account by the power management system. The system proposed in this paper gives solutions to the difficult problems that exist in the conventional system, including the singular and simple functions, the trouble in the information exchange.This paper focuses on the following four aspects:Firstly, the article gives a design scheme to build a county-level government administrative service and supervising management system by using a combination of intranet and extranet.Secondly, the article displays system workflow configuration and management to 13 kinds of administrative power. The functions used include management engine for general-purpose power, management rules for matter coding, etc.Thirdly, the two vertical and three horizontal information exchange methods that contains are shown. It will help the information exchange between multi-level departments and improve the administrative efficiency.Finally, this paper presents a new performance evaluation program,. It considers the work efficiency, warning condition, and the feedback from intranet and extranet.
