A Research On Evaluation Framework Of E-Government Systems Performance

The development of E-Government is a necessary strategic choice for each country to keep up with the global information progress. It is also important for China to improve the work efficiency and enhance the service function in governments to improve the national power. But without an evaluation framework of E-Government systems performance, the management process of E-Government system is a closure cycle. In this case, it is very hard for related departments to master the system status to make effective management progress and future buget decisions, which delayes the strategic archivement of E-Government development.To solve the problem, this thesis analyses and builds up an evaluaton framework of E-Government system performance basis on the investigation of E-Government system development in Shanghai and the related research works from home and abroad. Following is the main contents of this thesis:(1) Summarizes the main evaluation frameworks of E-Government system performance from home and abroad, proves that they are not fit of China governments, and find out the common attribute of these frameworks to support the following reaserch in this paper.(2) Researches the basic indexes with quantify methods and integrate evaluation model on the basis of foregoing analysis and the investigations in Shanghai. In chpapter 4, an index system including 5 main attributes of E-Government system (service, technology, sustainability, cost and benefit, reuseable) and related quantify methods based on fuzzy standarization and maturity measurment model are built up. In chapter 5, the integrate evaluation method based on AHP method and space distance arithmetic is designed, and the classify method is also researched by cluster analysis.(3) On the basis of index system and evaluation method, chapter 6 and chapter 7 analyse the way to apply perfomance evaluation into future manage work to build up a closure cycle. Chapter 6 is about the method for system user department to maintanand improve based on evaluation results. Chapter 7 is about the method for highly management department to make effective buget decisions by DDS based on konwlege base technology. Chapter 7 also designed an integrate expert system for performance evaluation of E-Government.The thesis has some successes. It has built up an effective evaluation framework of E-Government performance and automatically solution to support the closure cycle of E-Govemment management. There are also some shortcomings in this article that need more deeply reaserches in future.
